Finding Purpose in Mourning: Mental Health Awareness and Support
We are determined to provide equal rights for everyone through transforming how law enforcement and government agencies deploy, and respond to, Silver Alerts in North Carolina. In 2023, 21 Amber Alerts were activated, and importantly, all 21 individuals were successfully located. In contrast, out of the 427 Silver Alerts activated that same year, only 81 individuals were eventually found or reported located. Shockingly, 39 individuals were located out of state while 12 were found deceased.
Heartbreakingly, among those 12 was our son, Madison. All missing endangered persons should receive the same urgency, resources, and commitment from law enforcement and other state agencies. This website exists to remember and honor the life of Madison Armstrong and to provide those suffering from mental illness the resources and advocacy they need.

Bill Proposal: Silver Alert Law Enhancement Act
In honor of our son, Madison Xavier Armstrong, we propose the following amendments to North Carolina General Statutes §143B-1022 (SILVER ALERT): 1. Equal Urgency: Revise the law to mandate that Silver Alerts are treated with an equal level of urgency and priority as Amber Alerts. 2. Community Involvement: The amendment should stipulate increased community involvement. It could mandate law enforcement agencies to collaborate with local community centers, organizations, and media outlets to increase awareness and participation in the Silver Alert system to mirror the response of the Amber Alert system. 3. Use of Technology: Direct more resources to integrate current and emerging technologies into the Silver Alert system, including expanding the use of digital billboards, television, radio, smartphone applications, and social media platforms. 4. Accountability and Analysis: The law should stipulate strict performance monitoring of the Silver Alert system, and regular t reports should be developed specifying the effectiveness of alerts in locating missing persons with dementia, cognitive impairments, or mental illness. 5. Widespread Dissemination: Expand the dissemination area of Silver Alerts to encompass the entire state or, in situations where foul play might be involved, nationwide. 6. Training and Preparedness: Implement mandatory training for law enforcement and pertinent community services in the management of Silver Alerts and engagement with those missing with dementia, cognitive impairments, or mental illness. 7. Funding: Allowing the Department of Public Safety, on behalf of the North Carolina Center for Missing Persons, to accept grants, contributions, devises, and gifts, which shall be kept in a separate fund, which shall be non-reverting, and shall be used to fund the operations of the Center and the Silver Alert system.

Remembering Madison: Equal Rights for Endangered Adults
RememberingMadison.org is a platform to share the story of our son, Madison Xavier Armstrong, and the immediate need to change to the NC Silver Alert statute, along with resources to assist individuals suffering from mental illness, cognitive impairments, and dementia. As residents of North Carolina, it is our duty to ensure endangered adults receive equal urgency, public exposure, and resources from law enforcement, government, and local officials by amending the Silver Alert statute. These amendments would increase the likelihood of locating missing persons with mental illness, cognitive impairments, and seniors with dementia swiftly, thus decreasing the danger to this vulnerable group. It is crucial that the public and law enforcement view and treat Silver Alerts with the same magnitude as Amber Alerts. This discrepancy can lead to delays, lost opportunities, and tragically, lost lives. Time is often a critical factor in these situations, and these amendments will ensure every possible step is taken to find missing persons who meet the criteria for a Silver Alert to be found as quickly as possible.
